**Pulumi** is an alternative to [Terraform](https://www.itwonderlab.com/terraform/) and [OpenTofu](https://www.itwonderlab.com/opentofu/): instead of HCL you write real code with loops, functions and tests. It keeps state, shows a preview and applies changes like Terraform does.

- **Stack**: an instance of a program, for example `dev` or `prod`.
- **State**: stored in Pulumi Cloud or in an object store.
- **Providers**: many are bridged from Terraform providers.
